Guizhou University conscientiously studies and implements the important exposition of the Supreme Leader General Secretary on education and science and technology, adheres to the "four orientations" and practices the "four services", deepens the reform of scientific research organization mode, stimulates the innovation enthusiasm of scientific researchers, strives to create a new situation of high-quality development of scientific research, and helps to achieve high-level scientific and technological self-reliance.
Optimize the management system.The first is to improve the scientific research management system. Planning a package of scientific research management system reform, revising and promulgating more than 10 items such as "Management Measures for Vertical Scientific Research of Natural Sciences in Guizhou University (Revised)" and "Measures for Cultivating Symbolic Scientific Research Achievements of Natural Sciences in Guizhou University (Trial)", and constantly improving the institutional guarantee for scientific research layout, organization promotion and coordinated management. Set up a leading group for the transformation of scientific and technological achievements with the secretary and the principal as the team leader and the heads of relevant functional departments as members to promote the transformation of scientific and technological achievements as a whole. The second is to improve the supervision and management process. Improve the working rules of the academic Committee of the school, hold regular academic Committee meetings, dynamically adjust members, and effectively improve the effectiveness of academic governance and supervision. The scientific research work will be included in the school’s annual work points and the annual "Ten Practical Things", and the school’s supervision office will be responsible for supervising and compacting the main responsibility of scientific research work. The third is to improve the evaluation methods. Formulate the Assessment Method for Improving the Innovation Ability of Scientific Research Platform of Guizhou University (Trial) and the Graded and Classified Integral Standard for the Performance Assessment of Academic Contribution of Scientific Research of Guizhou University (Trial), explore the classified evaluation and assessment methods oriented to quality and contribution, and stimulate the vitality of scientific researchers at all levels and categories. Strengthen the application of assessment results, reasonably link the effectiveness of scientific research with professional title evaluation, post appointment, talent evaluation and performance assessment, and enhance teachers’ enthusiasm and initiative.
Focus on scientific research and innovation.First, take the national platform as the fulcrum to serve the national and regional major strategies. Give full play to the role of the National Key Laboratory of Green Pesticides and the National Key Laboratory of Public Big Data jointly established by the province and the Ministry, anchor the scientific and technological frontiers such as the integration, open sharing and security of green pesticides, food security and public big data, actively undertake major national projects, develop new technologies based on biological prevention and control, and crack key technologies such as data fusion, data analysis and intelligent analysis. Focusing on the strategy of "rich minerals and refined mining" in Guizhou Province, we took the lead in setting up an expert team of "manganese", "phosphorus" and "barite-fluorite", with academicians as the chief scientists of the team and national leading talents as the chief scientists of sub-teams, and organized 20 key transformation projects involving the mining and processing of major minerals such as coal, phosphorus, manganese and aluminum, which strongly supported the development of regional industries. The second is to innovate the system and mechanism of school-enterprise cooperation with strategic demand as the traction. We will implement the plan of science and technology commissioners, send 56 doctoral experts to eight industrial fields, such as Maotai-flavor liquor and new energy materials, and 76 small and medium-sized enterprises as vice presidents of industrial technology innovation, build a service model chain of "talent team-leading industries-key production areas-leading enterprises-key scientific and technological projects" for the whole industry, and get through the difficulties of school-enterprise cooperation. Implement the "double tutor+two-stage" postgraduate training mode, encourage postgraduate students to choose key technical problems of enterprises as thesis topics, build a school-enterprise joint talent training mode featuring "ordering", and improve the fit between talent training and social needs. The third is to build a new scientific research organization model with high-quality development as the goal.Implement the cultivation plan of scientific research innovation team, create a new model of "team+",and encourage more than 50 young teachers who have joined in recent years and have strong academic potential to join 14 innovative talent teams such as high-performance polymer materials technology in Guizhou Province, so as to effectively revitalize scientific research resources. Focus on cutting-edge innovative research, create a new model of "discipline+",break down barriers between colleges and disciplines, and set up interdisciplinary research teams such as intelligent perception of crop diseases in mountainous areas of Guizhou Province and scientific and technological innovation talent teams for accurate use of pesticides to promote the integration and innovation of scientific research.
Strengthen the construction of talent team.The first is to increase the introduction of high-tech talents. Put forward the working goal of "national talents will achieve a breakthrough of 100 people in 2025", decompose the task of introducing national talents into key disciplines and related secondary units, regularly follow up the promotion of talent introduction in each unit every month, and strive to build a high-level and high-quality scientific research team. In the past two years, 32 national talents and nearly 200 excellent doctors have been introduced. The second is to open a green channel for high-level talents. In view of the fact that some of the leading talents to be introduced are nearly 60 years old, we will actively strive for policy support, and on the basis of strict quality and procedures, we will raise the enrollment age of leading talents who are in good health and have not yet gone through retirement procedures from 60 years old to 63 years old, thus successfully solving the upper age limit of leading talents. The third is to increase the cultivation of key talents. Invite experts from the National Natural Science Foundation to give special guidance and training to academic backbones in the aspects of project application writing and application, so as to enhance their ability to undertake national projects and jointly tackle key problems. Organize mobilization meetings for project declaration, lectures on scientific research integrity, lectures and guidance by well-known experts outside the school and other training activities for young researchers. For newly introduced and trained doctors, we will independently select topics in the field of natural science to carry out innovative basic research and applied basic research, give scientific research funding, and fully support the growth of new academic seedlings.
Do a good job in scientific research services.The first is to streamline the scientific research management process. Adhering to the principle of "let information and data run more and teachers run less errands", we will upgrade the school’s scientific research information system, build an integrated information platform integrating data collection and analysis, and realize information resources and data sharing. Optimize project management, examination and approval procedures and reimbursement procedures, continuously streamline work links, and reduce teachers’ transactional burden. The second is to equip with strong scientific research assistants. Each college and scientific research institution is equipped with a scientific research secretary to build a communication bridge between the school’s scientific research department and teachers to ensure that information is conveyed and tasks are implemented in the first time. According to the needs of scientific research work in the college, we employ scientific research assistants to assist the expert research group to promote patent application, data measurement, laboratory instrument management and maintenance, and let experts concentrate on scientific research. The third is to build a strong experimental platform. The Measures for the Administration of Full-time and Double-employed Personnel of the State Key Laboratory of Public Big Data jointly established by the Ministry of Provincial Affairs (for Trial Implementation) was issued, and a leading group for the reorganization of the State Key Laboratory of Public Big Data, headed by the secretary and the principal, was set up to focus on integrating resources and building a strong national laboratory. Regularly update large-scale scientific research instruments and equipment to enhance the accuracy and stability of experimental results and consolidate the basic guarantee for improving scientific research efficiency. In the past three years, 514 million yuan worth of new scientific research equipment has been added, and a high-quality full-time experimental team of 343 people has been equipped.
