Illegal dumping of sludge along the Yangtze River has increased instead of decreasing, and the government’s commitment to rectification has become a dead letter.
CCTV News:The first batch of central environmental protection inspectors "looking back" has recently ended. According to the inspectors stationed in 10 provinces (regions) such as Hebei, Inner Mongolia and Heilongjiang, the inspectors believe that in more than 50 typical cases reported continuously, the phenomena of "pretending to rectify", "superficial rectification" and "perfunctory rectification" have intensified and become shocking.
In the process of "looking back" on Taixing, Jiangsu Province, the inspector group found that after the feedback from the central environmental protection inspector in 2016, the Taizhou Municipal People’s Government did not include the case of illegal dumping of sludge by Binjiang Sewage Treatment Plant along the Yangtze River in the rectification plan. The original 23,000 tons of sludge not only did not decrease, but intensified, increasing to nearly 40,000 tons. The rectification commitment in the local government’s investigation and feedback report became a dead letter.
Liu Pan, State Environmental Protection Inspector Office: "There is a serious inaction, or the local government has not paid enough attention to this matter, thinking that this sludge pile can’t be disposed of, and it may be lucky for enterprises to pile it up, thinking that ‘ Looking back ’ You won’t find this problem. "
The inspector group found that some local governments responded negatively to the cases assigned by the central environmental protection inspector group, handled them simply, and failed to rectify them.
When the Fifth Environmental Protection Inspector Group of the Central Committee was stationed in Guangxi to carry out "Looking Back", it received a report from the masses, reflecting that 2 million tons of smelting waste residue of Beihai Chengde Nickel Industry Co., Ltd. was dumped in Tieshan Port, occupying more than 400 mu of beach area and seriously polluting the environment. The inspector team rushed to the scene and found that the complaints of the masses were true.
Liu Pan, State Environmental Protection Inspector Office: "The scene is quite shocking. Not only did it not dispose of these waste residues, but the strongly alkaline smelting waste residues from other places were also piled up near the port. The inspector group sampled on the spot, and the PH of the ponds around the waste residues was as high as 11 to 12, which was strongly alkaline. "
The inspection team found that the submerged arc furnace slag of Chengde Nickel Company was all over the reclamation area, and Ruide Company illegally dumped it in the name of comprehensive utilization, which seriously threatened the environmental safety of Beibu Gulf coastal waters. However, for such environmental problems, Beihai City gave a verification reply that "the procedures were complete, all pollutants were discharged up to standard, and the people reported untrue". The Central Environmental Protection Inspector Group believes that Beihai City has not touched the real thing, the supervision and management are formalized, and the inspector’s rectification has gone through the motions, which has been severely criticized.
