Developing digital economy, serving people’s livelihood and improving urban management are the three major efforts of Tianjin’s digital development.

Winners of Nobel Prize and Turing Prize, academicians of the two academies, and entrepreneurs of the world’s top 500 in the field of intelligent technology attended the exhibition, including 256 enterprises and institutions including Huawei, Tencent, Aerospace Science and Technology, and CRRC. The global eyes once again focused on Tianjin.
Successfully held for six times, the World Intelligence Conference has become a "city card" in Tianjin, attracting a number of landmark projects such as headquarters of China GM, Lenovo, Ziguangyun and Kirin, Huawei Kunpeng Ecology, Tencent’s largest IDC data center in China, Iflytek North Sound Valley and Xinsong Robot. Focusing on digital development and taking innovative technologies such as big data and artificial intelligence as the core, Tianjin is building a blueprint for urban digital transformation and development.
As one of the cities with advanced digitalization process, how can Tianjin release the value and strength of big data, make the digital economy faster, make digital services more temperature, and make digital governance more accurate? Hard work on the development of digital economy: shaping new advantages of high-quality development
Data can greatly improve the production efficiency of other production factors, release data dividends and cultivate new economic growth points. "Under the inevitable trend of industrial digitalization and digital industrialization, accelerating the market-oriented allocation of data elements is the only way for high-quality and safe economic and social development." Wang Yun said that in the process of accelerating the marketization of data elements, we are keeping a close eye on the "strategic urgent need", actively exploring new modes of data circulation, formulating the Interim Measures for the Management of Data Transactions in Tianjin, promoting the establishment of the Northern Big Data Trading Center, and establishing a government-guided and market-led data trading service organization to cultivate big data business scenarios and drive data trading business through innovation. We will continue to promote the digital transformation and upgrading of traditional industries, build a comprehensive application platform for the digital economy, and improve the "1+3" policy system for the digital economy focusing on the transformation of manufacturing, commerce and modern service industries. At present, Xinchuang Industry has formed a whole industrial system covering chips, operating systems, whole machine terminals and application software, and has made every effort to build an independent, safe and controllable industrial ecology such as PKS, Kunpeng and Haiguang.
At the same time, according to the reporter’s understanding, Tianjin has given full play to the role of special funds for intelligent manufacturing, given policy support to projects such as the development of integration of defense and civilian technologies, big data industry and data security, and empowered online enterprises to develop with high quality. The new eight-mile digital economy industrial cluster, which is cultivated on the basis of Netcom Building, has attracted 410 Netcom enterprises to settle in, and the "Northern Sound Valley" has attracted more than 230 upstream and downstream enterprises in the industrial chain, becoming a highland for the development of intelligent industries.
Make great efforts in the construction of digital society: meet the new expectations of high-quality life
How to make digital development serve the masses? Wang Yun said that Tianjin regards satisfying people’s yearning for a better life as the starting point and the end result of the construction of a digital society, and builds a ubiquitous, intelligent, convenient, open and inclusive digital service system, so that people can run less errands and more data can be used by the people. This is the direction of our efforts to promote the implementation of "Internet+government services" and "streamline administration, delegate power, strengthen regulation and improve services" in Tianjin based on the work of online information.
It is understood that Tianjin’s "One Netcom Office" platform "Jinxin Office" has been iteratively upgraded to version 3.0 since it was launched in 2019, and more than 1,560 service items have been "fingertips". The cumulative number of registered people has exceeded 17.8 million, and the number of visits has exceeded 1.1 billion. It has continued to promote the intelligence and convenience of government services, so that ordinary people can do things smoothly, meticulously and wholeheartedly, and become citizens.
"Big data can focus on small needs and solve big problems. To release more technical dividends, it is the key to identify the pain points of people’s livelihood. We focus on Pratt & Whitney, facing the ordinary and Hui Ze, focusing on solving the urgent problems of the masses, and landing 20 application scenarios for people’s livelihood and quality of life improvement in batches. " For example, Wang Yun, the "Silver Hair Intelligent Service" platform focuses on home care for the elderly living alone. It has covered more than 27,000 key caring personnel in the city, handled more than 16,000 alarm incidents, and was also selected as the first batch of demonstration cases of using intelligent technology to serve the elderly in China.
Make great efforts in the construction of digital government: realize the new improvement of high-efficiency governance ability
By building an intelligent and efficient digital government, we will enhance the new ability of socialist modern metropolis governance. "Strengthening the capacity building of grassroots intelligent governance and improving the digital and intelligent level of grassroots governance" is a clear requirement put forward by "Opinions of the Central Committee of the Communist Party of China and the State Council on Strengthening the Modernization of Grassroots Governance System and Governance Capacity". Wang Yun said that Tianjin has made every effort to build the "urban brain" central system, simultaneously build the digital "cockpit", design the urban operation vital signs index system to assist decision-making, and create 41 typical application scenarios of digital governance to help realize the smart governance of the city.
For example, Tianjin Zhitong, the platform of "one network unified management", relies on the grid working mechanism and information big data technology to realize multi-dimensional improvement of perception mode, governance mode and service mode in the field of social governance, realizes data interoperability and business collaboration with Tianjin Heart Office, and launches modules such as "whistle for major events" and "take photos casually". The platform is divided into 9 categories, 38 categories and 239 items according to governance matters, and tasks can be distributed quickly. At present, "Tianjin Zhitong" has been fully connected in 16 districts, 281 towns and 6,168 communities, and accumulated over 12.86 million social governance incidents.
It is understood that Tianjin has also strengthened the construction of platform support system and consolidated the foundation of digital government construction. It is the first in China to build a unified 10 Gigabit backbone optical network for e-government at the provincial level, with 64,000 core kilometers of optical fiber routing and over 10,000 access units. Government cloud with super computing power and super storage scale has been built, which provides "on-demand, dynamic, reliable and efficient" hardware support and operation and maintenance support services for municipal departments’ business systems. The city’s unified sharing and exchange platform for information resources has accumulated more than 291.3 billion pieces of data sharing, providing data sharing for more than 190 application scenarios such as provident fund withdrawal and legal aid, and opening up more than 100 million pieces of data.
In addition, Tianjin has also completed the only pilot construction of multi-level linkage application of the "internet plus Supervision" system in China, gathering more than 600 million pieces of supervision data from two levels of government departments in urban areas, empowering law enforcement officers in the city to carry out law enforcement inspections for 210,000 times, and pushing more than 200 million pieces of supervision data to the national platform.
It is reported that at present, around the goal of building a strong network city and digital Tianjin, Tianjin is still accelerating the digital development, optimizing the urban governance mode, industrial development mode and citizen service experience, realizing the transformation of production, life and governance mode driven by digital transformation, and building a high-level "digital Tianjin".
