When the "Belt and Road Initiative" and the concept of a community of human destiny have condensed the broad consensus of the people of the world, China-India (Nepal) power construction cooperation has achieved fruitful results. On December 13th, witnessed by guests from all walks of life in China and Indonesia and representatives from all parties involved in the construction, the No.1 unit of Guohua Indonesia Java No.7 2×1050MW coal-fired power generation project, a thermal power unit with the largest single unit capacity and independent intellectual property rights invested by China enterprises, signed the commercial operation date certificate and handed over the production handover letter, which marked the efforts of the builders of the two countries, with the largest installed capacity, the highest parameters, the most advanced technology and the best indicators in Indonesia’s power construction history.

Zhang Yuxin, spokesperson of the National Energy Group, said that the Java 7 project in Indonesia is located in Bandan Province, Java Island, Indonesia, about 100 kilometers away from Jakarta, with a total investment of 12 billion yuan (US$ 1.883 billion) and a total installed capacity of 2×1050MW. Shenhua Guohua (Indonesia) Java Power Generation Co., Ltd. (referred to as Guohua Indonesia Java Power Plant for short) is jointly established by China Shenhua Energy Co., Ltd., a subsidiary of National Energy Group, and PJBI, a subsidiary of Indonesian National Power Company, according to the investment ratio of 70%:30%, and is fully controlled and implemented by National Energy Group Guohua Power Company. After the whole project is put into operation, the annual power generation will be about 15 billion kWh, which will effectively improve the current situation of power supply in Indonesia, greatly alleviate the power shortage in Java, and play a powerful role in promoting local economic growth and social development. During the construction period of the project, the accumulated tax payment was about US$ 110 million, and more than 3,000 local people were directly employed. It is estimated that the annual tax payment during the operation period will be about 40 million US dollars, which will provide employment opportunities for nearly 700 people and more than 500 third-party service personnel. Unit 2 of the project is also expected to be put into production in the near future.
The project is also the coal-fired generator set with the highest annual utilization hours in Indonesia’s power industry. At the same time, it has created a number of million-kilowatt thermal power units, which are the best in the world: it has the largest lignite boiler (with an output of 3,100 t/h and a weight of 37,000 t), the largest generator (1240MVA), the largest three-phase integrated transformer (1330MVA), the largest medium-speed coal pulverizer (108.59t/h) and the largest supporting power of 4600KW.
Representatives from relevant Indonesian government departments, Indonesian National Power Company (PLN), various contractors, National Energy Group and relevant units of Guohua Power Company attended the commissioning ceremony.
As an important measure for the National Energy Group to actively respond to the national "Belt and Road Initiative" and connect with Indonesian "Global Ocean Pivot", Java No.7 project is a large-scale thermal power generation project made in China with systematic, high-level and great cooperation, which brings together China’s power engineering design, equipment manufacturing, construction, management and operation. The project adopts EPC construction mode. Shenhua Guohua (Indonesia) Java Power Generation Co., Ltd. has successively signed EPC contracts with China Energy Construction Group Zhejiang Thermal Power Construction Co., Ltd. and Shandong Electric Power Engineering Consulting Institute Co., Ltd., signed a financing agreement with China Development Bank, signed a design supervision contract with Guangdong Electric Power Design and Research Institute Co., Ltd., and signed a construction supervision contract with Zhongnan Electric Power Project Management Consulting (Hubei) Co., Ltd. Signed an O&M contract with Shenhua Guohua (Indonesia) Java Operation and Maintenance Co., Ltd. (jointly established by Guohua Taishan Power Generation Company and PJBI). The three main engines were provided by Shanghai Electric Group and Beijing Bawei Company respectively, and the marine engineering was undertaken by CCCC Fourth Harbor Engineering Survey and Design Institute Co., Ltd.
As a super-large international cooperation project, the construction of Java No.7 project in Indonesia fully embodies the spirit of cooperation of "co-operation, co-construction and sharing", and has been highly valued and coordinated by the SASAC of the State Council, China, the Ministry of Commerce, the embassies of China Banking and Insurance Regulatory Commission and China in Indonesia in terms of project license, project financing, foreign affairs visa, labor risk and resource coordination. Indonesian President Joko personally presided over the groundbreaking ceremony and raised high expectations. The Indonesian government introduced a series of measures to optimize the investment environment, preferential tax policies and simplify the administrative examination and approval procedures. The Indonesian Ministry of Mines and Energy, the Ministry of State-owned Enterprises, the Ministry of Economic Planning and the Investment Coordination Committee gave strong support during the construction process. Thanks to the efforts of all parties, Java No.7 project became the first project to complete the financing closure within 6 months after the PPA contract came into effect, the first company to complete 11 registration and establishment licenses at one time according to the "three-hour investment license application channel" of Indonesia Investment Coordination Committee, and the first enterprise to obtain the reply of enterprise income tax reduction and exemption according to the enterprise income tax reduction and exemption policy of Indonesia Ministry of Finance.
Since the first can of concrete was poured on June 30, 2017, all the participants in the Guohua Electric Power Co-ordination Project of the National Energy Group, bearing in mind the glorious mission of "country, honor and responsibility", have made lean management and control, coordinated promotion, and overcome difficulties with the goal of building "a coal-fired power generation demonstration power station with Sino-Indian (Nepalese) cultural characteristics, recognized by peers, long-term profit, leading in the world and the first in Indonesia".
High-standard construction-take China technology as a demonstration, and complete the preparatory work such as foundation pretreatment, "five connections and one leveling" in the factory area and excavation of the main workshop in 17 months; Clarify the process control and acceptance standards of quality projects, implement safety control measures such as "six passes of construction supervision", "eight specialized management of large machinery" and "five musts on construction site", and carefully set up a quality park of about 3,200 square meters, with the model first and the demonstration leading; To integrate advanced low-carbon environmental protection digital thermal power generation technology and adopt mature seawater desalination technology with its own intellectual property rights to build a strong scientific and technological core and provide Chinese solutions.
High-level construction-casting high-quality products with the spirit of artisans, relying on the unique Guohua infrastructure management and control system, building a smart construction site platform, realizing video surveillance grid and full-time information recording; Overcome many difficulties such as short construction period, great cultural differences, complicated geology, etc., carefully organize and scientifically coordinate multi-type work and three-dimensional cross-operation, ensuring the safety, quality and progress of the project to be highly controlled; From the first concrete pouring to the first successful grid connection, the total construction period of #1 unit is nearly 4 months ahead of the PPA contract, showing the speed of China.
High-quality commissioning-During the trial run, the auxiliary power reception, turbine running, grid-connected power generation, RB test and 168-hour full-load trial run of Unit 1 were all "successful at one time". During the full-load trial run, the main and auxiliary equipment of the Unit operated stably, the steam and water quality was qualified, the input rate of electrical and thermal protection was 100%, the input rate of automatic devices was 100%, and the boiler efficiency was 93.46%. The concentrations of soot, sulfur dioxide and nitrogen oxides are 16.96mg/Nm3, 107.88mg/Nm3 and 173.27mg/Nm3, respectively. The main economic and technical indicators meet or exceed the design values, and the main environmental protection indicators are significantly better than the local emission standards, which explains the quality of China.
The Nansu Power Plant in Indonesia, which has been built and put into operation by Guohua Power Company, a national energy group, has won many power awards in Indonesia and Asia, creating a shining business card of China coal-fired power in Indonesia. Java No.7 project in Indonesia is the second power plant successfully built by Guohua Power in Indonesia. Relying on the successful management experience of Nansu Power Plant in Indonesia, it not only devoted itself to the project construction and operation, but also actively practiced social responsibility, promoted cultural exchanges, actively integrated into community construction, invested in dredging the Terate River near Java No.7 project, built mosques, expressed condolences to the surrounding villagers at traditional Indonesian festivals, and established a profound friendship of "connecting people’s hearts" between the two peoples. Java No.7 Project is also committed to environmental protection and ecological construction, building blue sky and clear water with local residents, actively promoting ecological protection projects, and conserving the ecology of coastal wetlands. During the capital construction period, the coverage rate of mangroves along the coast of marine engineering increased by more than 30%, and "Sunset and Lonely Qi Fei" became a beautiful landscape around the project.

The Guohua Indonesia Java Power Plant put into operation this time, together with Guohua Indonesia Nansu Power Plant and Guohua Indonesia Meilang Power Plant under construction, will form a Guohua energy matrix serving Indonesia’s economic development, with more than two-thirds of Indonesian employees, becoming the "bridgehead" for the integrated and coordinated development of the national energy group’s energy market in Southeast Asia; At the same time, Guohua Power also signed a memorandum of cooperation with Indonesian University, established the "Power Simulation and Scientific Research and Education Cooperation Center" at Indonesian University, and founded the first university simulator laboratory in Indonesia to promote the preliminary work of the gas turbine power plant project of Indonesian University.
