"Naked officials" of state-owned enterprises take bribes: they don’t charge benefits for fear that the other party will be "disgraced"
An anonymous tip-off letter more than three years ago led to a series of bribery cases of a large state-owned enterprise. A few days ago, the Beijing Shijingshan District Procuratorate informed that seven managers and buyers of ministry of materials and equipment of Beizhong Motor Co., Ltd. (hereinafter referred to as Beizhong Company) accepted bribes from suppliers, involving more than 4 million yuan. As of December 6, six people have been sentenced for accepting bribes.

Beizhong Company is a large state-owned enterprise located in Shijingshan District, which mainly produces power equipment such as thermal power generating sets and wind power generating sets. Company ministry of materials and equipment is mainly responsible for the preparation of purchasing plan, material supply, warehousing and settlement of purchased materials, quality audit of suppliers and other related matters, and has the right to purchase a series of raw materials and articles, so from Minister ministry of materials and equipment to grass-roots salesmen, they have become the key "contact" targets of suppliers.
In April, 2010, Shijingshan District Procuratorate received an anonymous tip-off letter, reflecting that Yu Yusheng, former minister of ministry of materials and equipment of Beizhong Company, and He Jihong, deputy director of the procurement office, were suspected of taking bribes. In November 2012, Yu Yusheng, He Jihong and then ministry of materials and equipment Minister Jia Tianyuan were placed on file for investigation on suspicion of accepting bribes. In 2013, the institute successively filed investigations against Du Lanhai, then director of ministry of materials and equipment Planning Management Office, Tang Yanlin, buyer of ministry of materials and equipment, Li Qi, director of ministry of materials and equipment Purchasing Management Office, and Ji Zhongbin, vice minister of ministry of materials and equipment.
After investigation, ministry of materials and equipment’s series of bribery cases of Beijing Heavy Industry Co., Ltd. involved more than 4 million yuan. On December 6, Ji Zhongbin was sentenced to three years in prison and suspended for three years by the court for accepting bribes of 46,000 yuan. So far, the court has sentenced 6 people in 6 cases for accepting bribes.
Yu Yusheng, 54, served as Minister ministry of materials and equipment of Beijing Heavy Industry Corporation from 2004 to 2009. On the day when he received a call from the procuratorate, the news that he was transferred to the vice president of another enterprise was just announced. During his tenure as Minister ministry of materials and equipment of Beijing Heavy Industry Co., Ltd., he took advantage of his position to receive more than 2.8 million yuan from Zhou, the head of a material company in Nantong, Jiangsu Province, 600,000 yuan from Yang, the head of a company in Wuhan, and 20,000 yuan from Xue, the head of a company in Beijing, in business dealings, totaling more than 3.4 million yuan.
According to reports, Yu Yusheng’s wife and children are living abroad, and he used most of the bribes he received for his own profligacy at home. He drove a luxury car, met Cao and Sun in the process of entering and leaving entertainment places, and bought real estate, jewelry, watches, computers and other items for them. He also distributed some benefits to his subordinates in the name of bonuses in an attempt to win them over with small favors. Recently, Yu Yusheng’s case has been transferred to the First Branch of Beijing Procuratorate for review and prosecution.
