  Recently, the relevant departments of the central government publicly reported three typical problems of rectification formalism as grassroots burden reduction, which was thought-provoking and highly targeted.

However, if the indicators are too detailed, not scientific and accurate, and divorced from reality, it will undoubtedly make grassroots cadres spend their time and energy on filling out forms and writing materials. In particular, the "sowing today, collecting tomorrow" assessment makes cadres busy and exhausted, and can only be perfunctory, patchwork, and even fraud. This fundamentally deviates from the original intention of encouraging cadres to do practical things for the masses, seek practical measures and seek practical results. Where a similar assessment is carried out, it is necessary to conduct a physical examination, and the suspension should be stopped, and the adjustment should be made to attack the formalism.

  At present, we are faced with arduous and arduous tasks of reform, development and stability and an increasingly complex international situation, and there are still many things to be done. We must never waste our limited time and precious energy on formalism. On the surface, it is a busy scene, but in fact we don’t see the real chapter and solve specific problems. In particular, grass-roots units are the "last mile" for the implementation of the principles and policies of the party and the state. There are thousands of lines above and one needle below, and there are many things to do. It is even more necessary to loosen their burdens and unload unnecessary burdens.

  The communiqué of the Third Plenary Session of the 20th Central Commission for Discipline Inspection clearly demanded when deploying this year’s key work: "Correcting formalism and bureaucracy strongly reflected by cadres and the masses with heavy punches, starting from leading organs and starting from leading cadres, and resolutely correcting problems that affect the implementation of the decision-making arrangements of the CPC Central Committee, affect high-quality development, increase the burden on the grassroots, and distort the concept of power and achievements." The newly revised "Regulations on Disciplinary Actions in the Communist Party of China (CPC)" has added provisions on disciplinary actions such as "overweight at different levels in supervision, inspection and assessment, excessively leaving marks, and increasing the burden of grassroots work". These arrangements and regulations are aimed at the stubborn formalism and bureaucracy that are strongly reflected by cadres and the masses.

  Xiao Zhi governs affairs, and great wisdom governs the system. It is particularly important to rectify formalism like Feixian County and improve the evaluation system and incentive measures at the grass-roots level, which is also the proper meaning of promoting the modernization of the national governance system and governance capacity. On the one hand, we should not over-assess, clean up and streamline related matters, and effectively reduce the burden for the grassroots. On the other hand, it is necessary to assess, scientifically set assessment indicators, determine assessment content, rationalize assessment mechanism, achieve accurate accountability, aim at the phenomenon of lazy politics and neglect of politics, manage "lying-flat" cadres, give full play to the role of assessment baton, wind vane and booster, and encourage the broad masses of cadres to take responsibility and start businesses.

  Formalism is the enemy of the party and the people. It can be said that wherever formalism prevails, cadres will not do well, undertakings will not be "created" and people will not "laugh". The whole party should thoroughly study and implement the important thought of the Supreme Leader’s General Secretary on the Party’s self-revolution, unswervingly strengthen the construction of work style, strive for real results, make unremitting efforts for a long time, and eradicate the soil where formalism breeds and spreads.
