Community "micro-neighborhood" enters the hearts of residents

Beijing South Road Street, changji city, Xinjiang actively explores the platform, system and mechanism of community governance grid in the era of mobile Internet, and strives to make digital grid the basic platform and powerful grasper to promote the modernization of community governance system and governance capacity. Recently, the WeChat applet piloted by the street in the oil transportation base community-the digital service platform of community "micro-neighborhood" residents has played many functions such as uploading and releasing, vertical and horizontal links, digital presentation and rapid response.
Micro-service is more close to the hearts of residents.
"This platform is particularly convenient. No matter where I am, I can choose a service item through a small program and be responsive. It really helps me a lot." Ms. Lu’s mother, who lives in the community of the Second Petroleum Branch of the Oil Transportation Base, is over 70 years old. She just had a waist operation not long ago. The doctor told her not to be overworked, and resting at home is conducive to her physical recovery. However, Ms. Lu is busy with business all the year round, so it is difficult to do both. In mid-June, the "Micro Neighborhood" of the oil transportation base community was launched. Ms. Lu registered her real name at the first time, and took care of her mother’s daily life through the "running errands" module in the platform, so that she could be more at ease and busy outside.

"At present, the most frequently used module by residents is the’ errand service’, which is also a personalized service module set by the design company for us." Liu Yi, secretary of the Party Committee and director of the neighborhood committee of Beijing South Road Street Oil Transportation Base, said.
The oil transportation base community in Beijing South Road Street is a typical employee residential community. This community, established in 2003, has a population of more than 5,600 people, among whom more than one fifth are elderly people over 60 years old, and there are nearly 150 commercial outlets around the jurisdiction, which makes the management of floating population and the scientific governance of the community particularly urgent. The "errand service" can well meet the residents’ services such as food purchase, food delivery, purchasing, remittance, express delivery and housekeeping maintenance.
The oil transportation base community pioneered the implementation of the digital service platform for the residents of the "micro-neighborhood" community in Quanzhou, and set up eight modules, namely, secretary through train, I want to report something, neighborhood noise, smart property, one-stop legal service, volunteer service, errand service and work guide. Residents can use it by searching for the "micro-neighborhood" in WeChat applet and registering their real names. Liu Yi said: "The opening of’ Micro Neighborhood’ further strengthens the community service function and improves the service quality. The community takes the platform as the carrier to highlight the party building as the guide, and takes the improvement of urban grassroots governance as the starting point to develop the party building+grassroots governance model, which has created this efficient and convenient smart community network service platform for residents."
Micro-governance is more suitable for residents’ wishes
"Neighborhood Noisy" is a service platform for residents to speak freely in the community "micro-neighborhood" platform.
These days, the days are getting longer and longer, and residents dancing, playing cards and chatting in the community square have been lingering for a long time. Residents of several buildings near the square feel that their normal life is disturbed, so they vent their dissatisfaction in the "neighborhood noise".
"The purpose of setting up’ Neighborhood Noisy’ is to let residents talk about all kinds of trivial matters, troubles and difficulties in the community, expose the problems, intervene in the initial stage of contradictions, and deal with problems in the bud." Liu Yi said.
As soon as the opinions were put out, the volunteers of the grid branch became rich and took over the mediation work.
Du Fuqiang, 69, has been a party member for 48 years. As a retired soldier, he is very enthusiastic about community volunteer service. After understanding what happened, everyone became rich and strong, actively contacted the community, looked for solutions, took the initiative to act as mediators, met with residents with big opinions, relieved their emotions one by one, sought the understanding of residents, negotiated with square dance lovers, lowered their volume, strictly observed the activity time, and agreed to stop square activities during the examination review period of primary and secondary schools, which finally enabled the two sides to reconcile. Du Fuqiang said: "The community can do things for the residents, and the residents have stronger centripetal force, stronger recognition and dependence on the community, and stronger appeal for the community to carry out activities and promote work in the later period."

Liu Yi said that there are 415 people in party member and 9 grid party branches in the oil transportation base community. At present, the community is strengthening policy training for the backbone of them, so that they can master more policy basis when they participate in the mediation of residents’ contradictions and deal with difficult affairs, so as to accurately carry out services, guide more residents to participate in the process of community construction and governance, and make the community "micro-neighborhood" an important practice position of "I do practical things for the masses".
Warm microcirculation, residents’ feelings
There are residents in need in the upstream of the "micro-neighborhood" in the community, and the employment problem of some people with employment difficulties has been solved in the downstream, forming a micro-circulation in the community.

Zheng Hongxing, a community resident, is 43 years old this year. Because he has no skills, it is difficult to find a job. After the "running errands" service was launched in the community, he was the first to sign up. Every lunch time, he can deliver about 30 orders, and in addition, he also undertakes running errands such as supermarkets, express delivery, and buying goods on behalf of others. His monthly income is about 2,000 yuan, because his business scope is within the 500-meter living circle, and he does not delay taking care of his elderly mother and children. Zheng Hongxing said: "After taking the errand service, I feel that I am integrated into the big family of the community. I didn’t have anything serious to do before, and I always have no self-confidence. Now I have income and can help my neighbors. I am more energetic and very willing to participate in public welfare activities in the community."
Liu Yi said that by October this year, the number of "errands service" salesmen will be expanded to about 30, and the beneficiary merchants in the jurisdiction will achieve full coverage and 120% of the residents’ real names will be entered. According to the principle of convenience nearby, the community will also implement the labor quality accumulated points management method, and train a group of "leaders" to expand their business and services, so as to benefit residents, merchants and errands.
In addition to connecting the demand side, the community "micro-neighborhood" has also achieved the same frequency resonance with the property.
Not long ago, the wall skin of 10 buildings in the residential area of the second branch company fell off, which had certain security risks and affected the environmental appearance of the residential area. Ma Xinping, the head of the owners’ committee, explained the situation through the platform of "I want to report something". The community and the owners’ committee further understood the situation, actively coordinated the investment of the property company, and repaired the walls of all buildings. After a week, all the walls were repaired.
Hou Qiang, customer service manager of Baoshihua Property, said: "The original service platform residents complained about property acceptance, and now the’ micro-neighborhood’ platform, residents’ complaints, property acceptance and community supervision are more perfect in terms of settlement speed and quality. Now the property charging rate in our community has reached 99.8%, and the third-party residents’ satisfaction survey has reached 98.3 points."

Ding Hao, secretary of the Party Working Committee of Beijing South Road Street, said that in order to continuously and effectively promote the system, platform and working network of "micro-neighborhood", the street should further enhance the capacity building of technology to serve residents, so that community managers, especially community grid workers, can make community residents, especially residents’ users feel that "micro-neighborhood" is convenient, easy to use and practical. In the process of promoting "micro-neighborhood", it is constantly updated and optimized to achieve "one pole to the end", "one key to handle" and "seamless connection". He said: "In the next step of promoting" micro-neighborhood "in the whole street, we should do a good job of addition and subtraction, and" subtraction "means reducing unnecessary red tape or passing the buck, so that residents and grassroots managers can feel the" micro-neighborhood " (Ma Yue Guan Lina) (China Daily Xinjiang Journalist Station)
