Handle five pairs of contradictions well

The implementation of the Opinions needs to be promoted as a whole, especially the following five pairs of contradictions.

First, handle the contradiction between long-term and short-term.As a guide to the green action of urban and rural construction in a period of time, the Opinions should further distinguish priorities in the time process, not make a one-size-fits-all approach, and make good long-term and short-term arrangements. For complex issues such as the formation of green living habits and the protection of urban and rural culture, a long-term mechanism should be formed to make contributions for a long time; For problems that need to be dealt with urgently, such as promoting green building materials and reducing waste emissions, we should intensify our efforts and speed up the process.

The second is to handle the contradiction between the whole and the part.The green development of urban and rural construction involves urban agglomerations, cities, urban areas, streets, buildings and other different scales, and there is a widespread relationship between the whole and the part. It is necessary to coordinate the relationship well. Only by sticking to the overall requirements and handling local problems can we stick to the "bottom line", "red line" and "online", ensure that a blueprint is drawn to the end, realize the protection and inheritance of urban and rural culture, and promote innovative development and green development.

The third is to handle the contradiction between green and development.Green and low carbon does not mean delaying the development process. We should scientifically understand the connotation of the goal of "double carbon". From the perspective of technological progress, innovation and application can be regarded as a pair of contradictions that are both opposite and unified. Therefore, in the process of green and low-carbon transformation of construction industry, we should put the continuous promotion of technological innovation in a very important position, improve the system and mechanism of scientific and technological innovation in urban and rural construction, and solve contradictions in the development process.

The fifth is to handle the contradiction between green and cost.The contradiction between green and cost is the key to restrict the formation of endogenous driving force for green development of urban and rural construction. On the one hand, with the progress of science and technology, many green construction technologies no longer mean higher costs; On the other hand, the increase of the short-term cost of green construction can often lead to the reduction of the comprehensive cost of the whole life cycle. This shows that what really needs to be solved is the dislocation of the responsible subject and the beneficiary subject of green construction. The Propaganda Bureau of the Political Work Department of the Central Military Commission is responsible for the special inspection of the quality of newspapers in the military system and the new media they run.

  The newspapers published in Beijing and the new media run by the ministries and commissions of the central and state organs and people’s organizations shall be inspected by the Beijing Municipal Press and Publication Bureau. The central and state organs, ministries and commissions, people’s organizations and newspaper departments should strengthen supervision, guidance, audit and check the self-examination and self-correction work of their newspaper publishing units, and actively cooperate with the provincial press and publication management departments to do a good job in special quality inspection.

  IV. Organization of work 

  (a) the newspaper publishing unit self-examination and self-correction. Each newspaper publishing unit shall, according to the requirements of this notice and the specific arrangements of the local provincial press and publication management department, conduct self-examination and self-correction on the information content published and released by the newspapers and new media in 2022, check the implementation of the "three audits and three schools" system, sort out the loopholes and potential risks of the quality assurance system, fill out the Quality Self-examination and Self-correction Form, write a self-inspection report, and take corrective measures to correct and improve those that do not meet or fail to meet the requirements.

  (2) The competent organizer shall supervise the implementation. The competent newspaper organizers shall strengthen supervision, guidance, audit and check the self-examination and self-correction work of newspaper publishing units, urge newspaper publishing units to establish and improve the quality management system, put forward rectification requirements for those whose self-examination and self-correction work is not in place, put forward treatment opinions and rectification measures for those whose quality is unqualified, and affix official seals to the newspaper publishing units that have completed self-examination and self-correction according to the requirements of this notice after audit.

Each newspaper shall be randomly sampled for not less than 5 periods, and the official new media run by the newspaper shall be randomly sampled for not less than 3 days. For units with poor quality, frequent reports from the masses, and frequent violations of laws and regulations, it is necessary to increase sampling samples and increase the inspection of the implementation of management norms and related systems.   V. Job Requirements
